Nearly a month into the fiscal year, the Mount Vernon City Council passed a budget Thursday night.
The vote on the $96 million spending plan was 3-2 with Councilman Richard Thomas and Councilwoman Deborah Reynolds voting no.
The budget increases the tax rate by 7.8 percent from the 2013 rate of $341.40 per $1,000 in assessed value.
This is the second year in a row that the city passed its budget late. Last year it was late by two days. The city has been operating at last year’s spending levels. Mayor Ernest Davis has blamed the delay on the difficulty of the process.
